Changes in 3rd Cinema

I guess in an effort to state the question I wanted to ask in lecture today a little more clearly, and continue discussing 3rd cinema, in a time when the supposed aims of 3rd cinema are still being taken up and used by filmmakers and political activists, does modern political activism and media draw more from the local moment, the struggle as it is, Teshome's idea of a 3rd aesthetic and experience, or does political speech draw more from the media itself, former expressions of similar moments and struggles? Does 3rd cinema become its own system of signification, become myth, and in doing so, does it temper the message of the individual filmmaker? In short, does the form begin to dictate the content, and how does that contribute to the "effectiveness," salience, or acceptance of a work?
